It's completely editor dependent, so in this case Potlatch would need changing. I know that Richard, who develops Potlatch, prefers bug reports to be submitted to http://trac.openstreetmap.org , or if you're feeling even more adventurous, then http://trac.openstreetmap.org/browser/sites/rails_port/config/potlatch/presets.txt seems pretty straightforward to adapt and you could help make a patch for it.
