Yes, we're in contact with the major geographic and cartographic institutes. 
We have contacts with the IGN, the CNIG, the military, local governments - 
you name it.

It's possible, yes. We have this wonderful PNOA project with orthophotos down 
to 10cm/px. And lots of organizations publish data via WMS under the umbrella 
of the IDEE project.

But the legal situation is not very clear (yet), especially regarding 
the "commercial use" of the data or the derivatives of the data. So the 
recommendation is not to use these sources of data until everything is sorted 
out. Better safe than sorry.

I hope we can sort this out, and sign some sort of agreements, once the 
spanish chapter of the OSMF is founded. You just have to be patient :-)
