A forth possibility is to use the relation "boundary" where admin_level is provided: http://wiki.openstreetmap.org/wiki/Relation:boundary
If two places are in the same place (e.g. Paris France <-> US), then it can be sorted by the lowest admin_level. And admin_level is already an attempt to give a worldwide consistent categorization: http://wiki.openstreetmap.org/wiki/Key:admin_level#admin_level Of course, this will work only if the place node representing an administive level is attached to its "boundary" relation (which is not said in the wiki at the moment).
