That wouldn't work in this case, because as the OP mentioned, San Jose and San Francisco have equal admin_level rankings (county seat) and San Jose is larger in both area and population. As an aside, San Francisco is unique in the USA (as far as I know) in that the city and county have the same extents. Karl
