They have been tagged just as normal land borders, with boundary=administrative and admin_level=2. The only difference is that they (for obvious reasons) normally have only one contry name, sometimes none. Replacing admin_level with something that indicates that the boundary is not between two different administrative entities of similar "level". - Gustav
