Yea, they have 24k resolution in quite a few areas.

Check out http://nhdgeo.usgs.gov/viewer.htm. Areas (they are demarcated by
hydrological subbasins) that are red have high-res (24k) data available.
Green is "in progress". They also have medium and "local" resolution data.

When I e-mailed the contact person for the NHD late last year, they said
that most of the US has high-res data available.
