As there seems to be a consensus on this now, I've summarised the discussion at http://wiki.openstreetmap.org/wiki/Talk:Key:architect and moved the page to 'Proposed'/RFC status (and added it to http://wiki.openstreetmap.org/wiki/Proposed_features).
