Of course it is okay to add tags. It's okay to move it too, like anything else in OSM. The source = "DEC is a source with good tools and a high opinion of their data" tag is enough to suggest that a person be pretty sure before moving it. Adding a note = "No, really, we know this data is perfect and you should never mess with our precioussssss" tag should help get the message across to those convinced that they know better than the source. Of course uploading / importing with a purpose-built user for the dataset would also tip off the unwary. How about user = omniscient DEC import v1.0? Users working in the area should have enough clues from these existing tags to understand the matter and then decide based on their good judgement to edit or not.
