In terms of when/what to tag - I guess people should use their own judgement. I'm only adding OSM tags to my Flickr photos where the building/OSM feature is the only subject of the photo (to avoid having multiple tags for multiple buildings). Be interested to know if other people think this is a good idea / start using the tags.
