"Cycle track" is indeed a defined term in the UK. But there are almost none of them. Hardly any modern (where modern != good in most cases!) cycle facility is a cycle track as defined. They are almost always shared with pedestrians, either with a dividing line or just free for all. For example, despite the number of cycle facilities in Cambridge, there is only one true cycle track (any other Cambridge people know which it is?). From what I have seen of Oxford, I think the same is true there.
