This is better than nothing but should always be our last resort. During a recently completed aerial imagery digitizing project in Germany we attracted hundreds of "guest mappers" from all over the country who spent an hour or two just to be part of it. These would never have gone through the trouble of registering first to be part of the small elite group who have access. - Small elite groups are totally un-OSM. Of course our imagery provider was concerned about his images leaking into the world at large, too; we ended up putting rather ugly big red watermarks (cannot really call them watermarks any more) across the images which didn't hurt our purpose but made them practically unusable for anyone else.
