All 80 km/h roads in one relation and all 50 km/h roads in another relation? Or one relation per suburb? And what about while countries: all rural 90 km/h roads in one relation?
This is using relations as categories, which is wrong. The speed is what tags are for, as it is an attribute of the way, there is nothing special about them.
