Yes, we created a Wiki page which is here now: http://wiki.openstreetmap.org/wiki/WikiProject_Corine_Land_Cover We have a group discussing the tagging scheme. A first proposal is available here: http://wiki.openstreetmap.org/wiki/WikiProject_Corine_Land_Cover/Tagging_scheme but we are going through the list and we already decided some changes.
