I doubt that data taken 30 years ago cannot be high quality, maybe the roads have a 10/-10 meters unaccuracy if they have been drawn from aerial photos and not GPSed. Even thought, I'm sure not so many vietnamese mappers would like to see in the Source tag that army that also used to bomb and kill many millions of their own people :-( Best Regards.
