I wanted to create a similar shapefile like this (http://old-dev.openstreetmap.org/~random/postcodes/) for my area. The first step is to extract postcodes in OSM. The problem there several postcode variations in the database
addr:postcode postal_code is_in:zip Some are in node (POIs) others in ways (building).
