A border-way should contain admin_level=X where X is the highest number of the border it represents and an boundary=administrative Tag. The whole border itself is represented by a relation with the correct Tags. You usually will never have one borderline for a whole border because for example a border for a country represents also (only a part of it) the border for a state in this country.
