No, it doesn't mean that. If they "don't get the web" (and that happens a lot of times), it means that they "don't get" that sharing data is good. On the other hand, they might have tons of good data, but they just don't publish it on the web, publish it the wrong way (activeX), etc. The fact that they don't publish good data doesn't mean that they don't have good data.
