A paragraph or two describing the problem (and the correct way to tag) could help any newbies searching the archives. I've seen this sort of thing when someone (apparently) promotes or demotes a highway. I'll find little pieces of highway=primary were the longer ways are tagged highway=secondary. It looks very much like the demotion was done with the editor zoomed out instead of the tedious process of following the way "up close".
