They gladly gave this permission and somewhat updated data as well. During the very same import we are importing a lot of administrative borders from Land Board's official data (used with permission as well). Import script make some magic with joining these two datasets but some work will be manual - correcting coastline tagging, for instance. To get access to this data my first step was to google 'CORINE site:ee'. This way I found the agency to ask from:). CORINE data is owned by European Commission and there is a recommendation to member countries to make it as much available as possible. Despite this recommendation it depends on local policies HOW free this data will be. So my suggestion is to ask from Iceland's local environment agency or ministry. Actually I do not see much reason to reject Your proposal.
I addition to administrative boundaries Estonian Land Board (our local equivalent to Ordnance Survey) gave Openstreetmap permission to use their official WMS-service to create derivative works under CC-by-SA license. So both basemap and orthophotos for Estonia are free to use by OSM community. Enjoy :).
