You and some others seem to assume the organisation is the OSMF while other seem to assume that the organisation is the community of contributors to OSM. Since even the OSMF states that it is all about the contibutors only the contributors can initiate a license change.
So the first thing would be to ask them if they want a license change. The argument that the current license is not a good one does not matter if the contributors don't care about that.
