I know that's the standard, but what does that have to do with the API? Looking at http://wiki.openstreetmap.org/index.php/OSM_Protocol_Version_0.6, I don't see anything about this. As far as the API is concerned a way is a way is a way. There are no "closed ways" and "open ways".
