actually by the photo he provided in the meantime I'd say: just map normal steps (2D-projection of the object), don't simplify (much) but try to get the shape. Maybe both the ways have to be layer 0 at that given point, as layers only tell about relative layering order, they do not give any height-information (you could use the ele-tag for those, but don't expect current routers to recognize the distance).
