I was told at http://trac.openstreetmap.org/ticket/2708 to take this here. Basically, the TIGER import has put a lot of duplicate nodes where highways cross railways, power and pipe lines, and administrative boundaries. The former should definitely be connected, but it seems that power lines, (maybe) pipelines, and boundaries should not be joined to roads. Does this sound reasonable?
