Depends how else you tag them. Afaik, "highway=path foot=designated" is supposed to be (or is, in mapnik at least) equivalent to "highway=footway". Though I'm still unclear how one is supposed to distinguish between a smooth, wide urban footpath and a hiking trail. (And similarly, how to distinguish between a bike path and a mountain bike track).
