In Merkaartor I use http://imsortho.cr.usgs.gov:80/wmsconnector/com.esri.wms.Esrimap/USGS_EDC_Ortho_Florida? which lets me pick the county. In any case, this is what I wish I'd known. Now that I know it, it's not an issue any more.
