Since it is difficult to impossible for a map survey to determine where the admin boundary lies, it should not be touched. I like option 1. This results in needing lots of additional time when joining other roads or driveways to the road under the admin boundary. It would be nice if editors offered the option to put admin boundaries on a separate layer. But I'm sure that would be complicated by cases where roads have already been joined to admin boundaries (accidentally or on purpose). Certainly the validator shouldn't complain about duplicate nodes for that case. The problem with option 2 is that it becomes even more difficult to edit the road for changes later on.
