I'm not sure how this came up (reading through the thread now) but in the one case I'm aware of when OSMF was funded for administrative tasks, it was through the SOTM scholarship program, and it was explicitly budgeted. As for general OSMF admin tasks (like accounting), presently this is entirely volunteer, though growing in complexity and time commitment constantly, and IMO would be wise to engage professionals in such in the long term.
