When you first start JOSM, it has a loading screen, then it comes up with a news page.
A few lines into that page, it has a line that tells you what your version is, what the current stable (tested) version is, and what the very latest version is. Keep an eye on that, and if the stable version it higher than your version, you should think about updating. I'm not sure if there is a mailing list.
