It's down, and there also seems to be a problem with generating new Mapnik tiles, for instance here: http://www.openstreetmap.org/?lat=40.3454&lon=-75.9435&zoom=12&layers=B000FTF This also affects downloading in JOSM - you can download fine, but you can't always see the area you're going to download from.
