Track has a definite meaning in Au. It may not be in the dictionary, but it defines a road which is driven with care because of its surface, camber, corrugations, clearance. Think of the term "goat-track", make two of them parallel and you have some idea of what is meant by 'track'. Unclassified is not a specific road term in Au, so is used in its natural language meaning.
