Aotearoa is used because it is the default name if it can't find a
language match.

Firefox sends a language sequence of EN-AU, EN, ...
IE apparently only sends EN-AU (no pure EN)

This would seem to be a bug in IE - it should be sending a complete
list of languages in order not just the country specific version.
