Can anyone tell what makes a city name show up on low zoom?

I recently noticed (change must have been done in the past 2-3 weeks)
that low zoom Mapnik rendering at osm.org show more large cities per
country now that are not capitals: http://osm.org/go/zhyr--
For example you see Hamburg and Frankfurt in Germany or Mashhad in Iran
or Ürümqi in China. These are not tagged as capital=yes and not all have
a population tag.
