If there is no street sign then tag unsigned=yes. (You can do that even if the road has a name added from other sources.) If it definitely doesn't have a name, tag noname=yes. In city areas, where almost every street is named, you might add a note tag explaining why this one isn't. Conventionally, roads tagged as highway=service don't show up on noname checks, so it is not necessary to tag noname=yes on each of them.
