The page is the main page that describes the proposal-process. Prior to making a proposal I generally would suggest to ask others if they already tag a specific thing in a certain way. If not I suggest to discuss the best way to so in [tagging]. After discussion (and eventually modification) of the definition, it should go to the voting. I do not want everybody who wants to vote on new features to read all the tagging-list contributions. Personally I read both list (don't know how I can manage), so this is not my personal concern.
