This site lets you do some of these things: http://ojw.dev.openstreetmap.org/StaticMap/ , it's not perfect but it works for me. Any website based on C. Dauth's javascript classes also let you add markers visually or encoded in the URL, http://osm.cdauth.eu/map/ is an example. But then you need to make screenshots.
