Different people have different expectations for what data can be added. Some even add tags for phone numbers. For large public-facing businesses such as hotels it obviously makes sense to put the full name on the map. For people's houses it would be crazy to list the occupants (though some OSM contributors have marked their own house with a note tag!). A medical practice is somewhere between the two. I guess if it is listed in the phone directory's business section under a particular name, then that name can go in OSM.
