sure, this is more than clear. The thing is that besides it is really easy to download tiles, you should still not do it in a bulk way. It is against the tile usage policy * and "steals" resources from the mappers. Maybe we could work around this by automatically changing the link for the stored tiles? This would also harm "friendly" projects with small tile-download-rates though.
