Ok, tiger tiles are meant to refresh basically every 15 minutes ish (same as the websites). I got a feeling you got an old cache at the further out zoom - Andy made a style update that made it more accurate, so yes trust the red more than the green right now. Remember I am a product manager, not a developer (so basically I stare keenly into the middle distance while standing on the shoulders of giants) but here's how I understand it works: To make it go green, you need to either change a tag on the way, or add/remove a node from the way, to cause a way versioning to happen. If the way has 5 nodes, and you move around the 5 nodes, then it stays red, because the way version hasn't changed, only the node versions. Andy's style update made it more accurate, but I haven't had a chance to find out how yet - only to be happy it happened. Totally my fault, i plead the rigors of doing two pushes in one week.
