I remember a suggestion like this a long time ago. Tagging a way with restriction=no_left_turn (especially if it has a oneway=yes tag) would specify a default for that particular way only. This is much easier for routers or preprocessors to adopt.
And much easier for editors. I had to break Whittier Blvd into many pieces here: http://www.openstreetmap.org/?lat=34.0171&lon=-118.1546&zoom=15&layers=M to add turn restrictions for the anti-cruising measures. There are streets near downtown LA that have no-left during peak hours across many intersections in a row to speed up traffic, which could benefit from this, too.
Syntax should probably should be something like restriction:<role>=<restriction>[;<restriction>...] just to be clear, though I can only picture it being used for the "from" role at the moment.
