Some phones are set up so that only apps digitally signed by the carrier can be installed.

Blocking them from the phone network? They can't stop you from installing an apk, can they? --- I'm definitely going to have to look into Maemo/MeeGo/WebOS, to see if it's any easier to develop for than Android.
