+1 > and "by having debates, developing policies, > and encouraging people to respect the policies". -1 > Wikipedia went through this. yes, and in the German Wikipedia there are for some time strict policies which lead to a lot of trouble, resulting in a situation where many contributers were frustrated by the bureaucracy and decided not to contribute any more. IMHO the strength of OSM is it's freedom and flexibility.
