I think they feared their website collapsed or something. Yes, it includes street names among many other things. I do not know how are the files they are releasing, but Catastro is the most accurate source in the country (I suppose centimeter-accurate, as all architectural works are projected using it as a base, and it showed even the inner structure of the buildings).
