The answer is no, unless the person who holds the rights to the BY-SA work explicitly chooses to separately licence it under the ODbL. This is because BY-SA is a copyleft licence and so it doesn't allow the work or its derivatives to be placed under another licence. Data from an ODbL database may however be used to create a BY-SA Produced Work. - Rob.
