What about using part of the OSM system already. When you select the "I want this reviewed" button, it could add a changeset tag review_request=yes. It should then be easy to have a map of changeset bounding boxes where review_request=yes, so you can pick one near to you. I suppose you then need a way to mark that it has been reviewed, or the user has been contacted. With OAuth can you post a user diary that could contain a link to the changeset?
