I think this, sadly, falls under the category of "collateral damage". The 1% of users who rely on Locus et al for mapping purposes are rather hit by the 99% who just use it to download maps, hammering our tile servers. Ideally we would have dedicated smartphone mapping apps, for which we would happily permit tile/API access.
