This will not work. You could try to set up something where JOSM loads data from your database but when writing, JOSM always has to use the central server. Otherwise, if you were to accept updates on your database, there would be to way to reconcile them with the central OSM database, and conflicts would occur where an object is modified on your database and on OSM.
