Using a much smaller input file that can be loaded in JOSM and
includes the desired area.
osmconvert ottawa22.osm -v -b=-75.70,45.19,-75.73,45.23 >ott.osm
gives:
<?xml version='1.0' encoding='UTF-8'?>
<osm version="0.6" generator="osmconvert 0.5V">
<bounds minlat="45.19" minlon="-75.7" maxlat="45.23" maxlon="-75.73"/>
</osm>
But no data.
