... and the only reason I bothered to preserve that is to reduce the number of new nodes in the database. Frankly, it would have been easier just to throw away all the "work" of the nodecision user because it was complete crap. It was a really REALLY low-quality import. The only thing that matters here is what the OSMF believes, which may or may not have anything to do with what the law says.
