In theory, yes. But I have specifically cautioned this particular user against using odbl=clean because his views about what is clean and what isn't do not agree with what the rest of the project thinks.
Widespread use of odbl=clean by someone who believes that, essentially, all copyright lies with the last editor, will only lead to odbl=clean becoming worthless, and ignored altogether.
