As HOT is working on the ground in Haiti and Indonesia this week and additionally helping with a flood response in the Philippines I would suggest we don't do that. On Wednesday there are workshops going on in the St Marc area of Haiti introducing people in that area to OSM for the first time.
It is true there has been downtime during previous HOT missions and we have ways of getting around it I don't think it helps us move forward with people using/updating OpenStreetMap. Maybe a banner or something instead? As a U.S. voter I'm sorry about the whole SOPA mess.
